According to a senior Palestinian official involved in the talks, the offer was conveyed recently to Egyptian, Qatari, and Turkish mediators in Cairo and is intended to build momentum in the ongoing negotiations.

Under the proposal, Hamas would agree to refrain from using weapons against Israel and enter into a long-term hudna—a traditionally recognized armistice in Islamic history—lasting between seven and ten years, with Qatar, Egypt, and Turkey acting as guarantors overseeing compliance.

The plan emphasizes reconstruction and internal governance in Gaza following more than two years of conflict, siege, and displacement. It represents a notable shift from Hamas’s longstanding position that weapons would only be relinquished as part of a broader framework tied to Palestinian state sovereignty.

However, the suggested ceasefire does not address Hamas’s role beyond Gaza, such as in the occupied West Bank, where Israeli operations continue despite the truce that began on October 10. Palestinian officials argue that the agreement remains flawed and incomplete without ending Israel’s military presence entirely.

Regional diplomatic shifts, particularly a push from Cairo to fully reopen the Rafah crossing in both directions for displaced Palestinians and aid access, have influenced Hamas’s willingness to offer this extended ceasefire. Gaza authorities continue to criticize ongoing violations of the truce and stress that full withdrawal is essential for lasting peace.
